This season offers a great amount of visual improvement, to the point that they revamp older scenes from the past seasons (especially S1, really has gone a long way from then). It contributes to the overall experience, especially in terms of cinematic shots that you'd expect from animes of this genre. We also see new characters come to life, some taking their spotilight, and some settling in the background. (Personally, I have no issue with this aside from Komachi being an almost complete nonfactor for the most part after being such an influence in the former season.)
For the "romance" part that has been a rough

spot for the anime for the past seasons, it has finally progressed. Surpisingly, it progressed in a satisfying way, where the only ones who'd probably hate it are the ones rooting for the other potential love interests (I'm still team Iroha, but I'm fine with this as well). It does present love in a convoluted way that can never be one to be expected in real life, but that is also to be expected of the main vocal characters of this series, thus giving a quirky yet familiar perspective of portraying a high-school romance.
The main drawback to this season is how convoluted it has to portray the main struggle or conflict, explained in such a way that it expects the watcher to be showing a personality or intellect similar to the lead. It's understandable or can be understood at first listen/glance at times, and other times it doesn't make sense unless you internalize what just happened. This has been an issue that was always present for all seasons, but the weight of drama being much more that romantic comedy in this season it particular makes it show much more clearly.
Overall, it was still a great closer to the anime. Definitely recommended if you've kept going not for the sake of curiosity but for enjoyment of the past two seasons, and wanting to see it come to a close.
