I'm still figuring out how I rate non-tv or movie anime(how about i don't do that at all), but otherwise, i'm quite familiar with my methods. I like to spend 3 points on characters, I'll take points off if there's a lack of character development, unneeded characters, or archetypical characters who are never built upon.
I focus another 3 points on the story, I usually take off if the narrative or pacing sucks, the plot just sucks overall, or if there's filler or subplots that don't contribute to the story or make it any interesting.
2 points are spent on animation and sound. I usually never take off for this, unless I'm really biased and reach far to take points off of a show.
The last 2 points are spent just on personal appeal. Ultimately, it's pretty rare that I never enjoy a show, but on the chance that I don't, I probably dropped it.
