I'm not one for reviews that are college-length dissections of anime so I'll try to keep my review short without leaving out much about how I see Papa to go for viewers.
Generalizing to three types of viewers:
1. Those who can't stand fan service (disproportionate women, pedophiles, inappropriate comedy, etc) and want to see a PROPER story told (like me): I'll get to that in the end.
2. Those who like a good plot and don't mind fan service: This anime is for you. I can guarantee you'll give it an 8/10 or more.
3. Those of you who only care for fan service: This isn't a bad

anime for it, it's got a quite the range of it. I can't say much more because I hate that nonsense/ weirdo stuff.
In my opinion, Papa no Iukoto wo Kikinasai is nothing but wasted potential. It presents a great collection of issues and situations that could have played out to be one of the best stories ever told, but every time it started to blossom the animators RUINED IT with fan service (the kinds stated above). If it were not for the good moments that stuck to the plot, this would've gotten a 1/10 from me.
But again, that is only my opinion. In the end, if you are on the fence about it, see where you fit in in the 3 categories of viewers and go according to that.
