It's your typical ninja anime. I'm used to all this ninja plot, and nabari no ou is no different. You've got your typical main character, who has many flaws, Rokujo. He has the shinranbanshou, this mythical power that could make him the king of nabari.

However he has two ninja clans after him, both wanted the shinrabanshou. Rokujo is typical apethetic and indifferent. I'm quite used to that by now. To make the anime worst, it's basically copied ninja scroll series.

Ninja scroll the series is about a woman who has a mythical power similiar to shinrabanshou, a power that two very similiar clans are fighting over. ... She has only three people on her side. And her power enables her to be the ruler of the world, once again. However, ninja scroll does this perfectly, with a set of interesting enemies and allies.

Nabari no ou just uses the typical anime characters, the main character is a cry baby emo, raimei (lead female) is loud and obnocious, kumohira (teacher to rukoju) is over protective over rukoju, and Aizawa (friend to rukoju) is a know-it all. I've seen these characters all the time.

The only thing that I have to say puts the story upto two, is Yoite and his kira ability. I won't tell you what it does, that'll be a spoiler, but it's quite interesting. Apart from this, it's a modern anime, all art no plot.
