I totally understand why this second season was disappointing to many people. Characters were totally rushed they even introduced interesting characters without having the time to know them well. If you are someone who hates open endings and unsolved problems then this season isn't for you; it leaves almost everything hanging in the air.
But what I liked about it was the concepts and ideas it showed, It is a screwed up world and it will remain screwed up anyway !
By coincidence I knew how this season deviated from the manga and I can totally say that this plot twist that the anime introduced
