So I just binge watched Charlotte and I have just so many opinions that I need to talk about. I'm also a freshmen in highschool, so I may be of a different demographic than you.
Starting with the art, I really enjoyed the effort put into the animation by P.A. Works. The artwork seemed extremely fluid and that's really great considering this anime is all about capturing people. The one thing I don't like about the art is the characters designs, the main character looked like the average anime protagonist of every anime, and the main character's friend reminded me of Kitamura from ToraDora! the artists drew cute girls (and this isn't because I'm a hormonal freshmen that I'm mentioning this, every anime needs cute girls), the scenery was amazing, and they really payed attention to the details of when characters would eat. So I feel like the anime deserved a 9 for art work.
Next, the sound, I really didn't pay attention to the sound, but from what I remember, the voice acting was stellar, though, I don't know japanese, I can still feel the emotions that the actors portrayed.
Character, though I came into this anime with me initially hating the main character, I ended up actually caring for him. The main character, Yu, was an obnoxious pretty boy, who didn't need to do anything for himself, but his character development seemed to be the best in the series. I wish I could go in depth but I don't want to spoil anything within the series, but Yu went from obnoxious to an actually tolerable character. Other than Yu, the only characters that showed development are Maya and Tomori.
The story repulsed me for the first episode, I really didn't want to follow an obnoxious Light Yagami clone, but as you delve further within the story he grows to be a more respectable person rather than his past self. The whole plot of capturing people with incomplete powers made me think that it was going to be a slice of life anime of a student council, but as the series progresses I was proven completely wrong, the story actually shows more than just a slice of life because it actually has a plot. Near the end of the series there's actually a time travel arc, but the arc seemed really rushed and ended up putting off a lot of people who were really annoyed by it. I personally just went with the flow (watching it and not actually analyzing it), and I ended up enjoying it. I mean, I binge watched it so I could have been just too invested into the story.
Lastly my enjoyment, 10, I went into this series expecting a super powered slice of life, but I actually was pulled in by the progression of the plot, thought it was rushed to end well, the series actually was able to make me feel for the characters and go through their rollercoaster. It may have just been my mindset of binge watching, but I actually was anxious for the 4 seconds between each episode that crunchyroll makes you wait between each episode. The anime left me feeling uneasy when characters were actually getting worse and worse for the characters. The series just kept me enjoying almost every moment that I watched.
So overall I would give it an 8/10 because of its lackluster pacing, and its weird character design.
