Review in one sentence: good, although a bit flat.
I have seen many sad romantic comedies. AnoHana, Clannad, Your Lie in April... What makes Plastic Memories stand apart is the lack of tension. For me, this is what defines it. Whether you find it a good thing or a bad - it's up to you. For me, it's a bit of both.
From the very first episode you know exactly what will happen at the end. The show will make it very clear that there are absolutely no chances for a subversion. In other animes tragedy at the end comes either as a surprise, or you will

be teased many "will she or won't she?" moments.
Another reason for the lack of tension is that other animes will put several heavily emotional moments in the middle. This one does not.
Why is this a good thing and a bad thing? Well, I understand where it is coming from. It shows that the creators treat their audience more maturely, knowing they will understand characters' feelings without extra tension. On the other hand, this is also the reaon why Plastic Memories fails to leave strong impression - but under no circumstances I would call it a bad anime, just a bit flat.
Minor notes: animation is fine. Music is one of the worse elements if you ask me. Isla is moe enough, but not as much as to annoy people who don't like it. Don't expect much tragedy - the show is just as much about coming to terms with departure of a close person, as it is about experiencing your first love.
