Durarara!! will always be compared to Ryohgo Narita's Baccano!, which has been his more successful light novel turned anime series.
Some may see Durarara!! as simply Baccano bottled into a modern day metropolitan city with a few more game rules added to the setting, but under the face value it is actually much more.
Durarara!! is a story of several characters in a big-city that are tied together through a central theme of gang war and a Irish fantasy creature called a Dulluhan, aka "headless black rider". The characters are seamlessly integrated under an umbrella of chaosness and darkness that perpetuates

the city, like a red-eyed eerie slasher and a scythe-wielding headless rider. As more of the story reveals, you realize that each character, however insignificant you may have thought them to be, contributed to the city's welfare and atmosphere.
Durarara!!, like its ancestor Baccano!, did a very good job accentuating the uniqueness of each character, take for example Selty Sturluson, a headless Dullahan who is conflcted between her love for an underground kinky doctor and her desire to find her head back. There's also Izaya Orihara, who is inconsiderately blunt and is one of the most egocentric, yet lovable bastard you will find in any anime.
Durarara!! has clearly paid large attention to the audio department, its opening music for both seasons are some of the best and unique songs/presentation I have seen, and just overall has a modern, big-city vibe to it.
