I assume the only purpose this ONA servers is for Promotional Purposes for the original manga work and for the fans to appreciate the setting of the manga in animated format, though other than that Blame! Doesn't offer anything of worth in return to people simply watching it without prior knowledge of the source material.
I had a friend that has read the manga tell me stuff prior to watching the series and throughout guiding me and telling me what's going on in the scenes depicted and while I appreciate that I still can't give Blame! A higher score..
Season 3 of Index should have been the grand culmination of everything the series had been building towards, with some of the most compelling material from the novels. Unfortunately, the rushed adaptation severely undermines the experience. Critical story beats and character development are glossed over or entirely skipped, leaving anime-only viewers lost. While the OST and certain action sequences stand out, the pacing issues and lack of narrative coherence make it difficult to fully appreciate the epic scale of the events. Despite having the groundwork laid for a grand conclusion, season 3 feels like a missed opportunity due to its inability to translate the complexity of the novels into a coherent anime adaptation.
