It's decent for being based off of a video game. Personally, I find the story bland and character scenarios become the same thing over and over again. Usually:
I hate myself! Shadow Boss! Persona!
Otherwise, the art is outstanding, the design from start to finish is amazing. What particularly stands out to me in the art are the backgrounds and effects.
Erm, I would have to admit the best part about Persona (series in general) is the character appeal. I would say it's an anime I watched because I liked the art and the characters...and not so much the plot. Regardless though, It is one of my favorites...down
