I do not think this is bad, but it is disappointingly average. The issue with the manga is that it never moves past its initial premise - that being the two gyarus are friends and one of the gyarus flirts with the otaku and the otaku redirects that energy to the other gyaru. Yes, pretty much every chapter is a repeat of this exact scenario with very extremely minor differences.
The narrative is exactly as advertised, but there is some expectation with that something moves forward, or that there are twists here and there. You aren't missing much if you read the last chapter right

after the first. This is essentially equivalent to a student getting handed a grading rubric for their assignment and doing the bare minimum to meet all the demands for a "C". It's a shame because Shiraishi-sensei is a good artist, and the premise they started with was a decent one, but I've seen manga with synopses much worse that end up being many times more interesting.
I can see Shiraishi-sensei's next manga being much better if he works with a more competent editor and writes another manga with more volumes in mind.
