It is a pretty mediocre manga failing in certain areas and fully deserves a 4.
The art is "different" but the kind you see often enough already. I would still rate it a 7 as it is a fitting style and makes for an overall comfortable read. The "story" is shallow at close to zero depth. It has an episodic feel to it, more so since most happenings won't have too much significance.
