A couple of questions:

(i) Everyone is quitting their jobs, presumably because they don't like the archives because it's like trying to hold on to a past that is long gone, and because it reminds them of mankind's folly. Is there any other reason? The film tells us there used to be a lot more people in the archives but now almost everyone is gone. Did you interpret this to mean that a lot of people who used to work in archives left on the ships?

(ii) So did everyone just forget they were on the moon over time? It's plausible, but I'm interested in hearing people's thoughts on how this would happen. It seems like if there were ships taking people back to Earth, the people on Earth wouldn't have forgotten about the others.

it's the other way around, the ships were to move people from the dying red earth to the moon, Pale cocoon.
as time passed, people eventually began to not only forget what earth was like, but also forgot that they are actually on the moon.
restoring the archives was interesting to humans at first when they had hope, but as they started to lose it, the process rendered to be depressing to the extinct of questioning whether these archives are even just a lie?
it wasn't explained in details how humanity forgot they were on the moon, or if there were any people on earth who didn't make it to the moon but survived earth's death and it's regeneration, it wasn't explained mainly because it didn't matter as it wasn't heavily related to the message of the OVA, and it's hard to fit much in 23 minutes.
