Personally, I see her as a bag being carried around and safe by the plot, and all she has inside is the feelings she might or might not have for everyone else. I consider her a bitch to everyone, including her own mother. The only exceptions were her sister, and Rue (but only because she reminded her of her sister).

It seems to be widely accepted that men are superior in every possible aspect, even those you would think women have the advantagem such as emotions, or works that require more sensibility. Thus, even female authors usually decide to go for male leads, because it's so much easier for people to sympathyze with men, and because it makes so much more sense to be a man in the centre of the story.
Another perspective is how the authors see both sexes, and give them respective characterestics, which usually benefit men more.
