Issei winds up with both, so that’s the best choice.

Although, I have to say, that first season scene, where Issei is mid-sentence, but then just stops and looks up at the window, as if he could feel her presence, seeing that flowing red hair and the beautiful woman it belonged to, really made an impression on me, when I watched it.

Obviously, if I were Issei, I’d savour both of them. But, as of right now I’d say Akeno. I’ve become much more fond of her “Ara Ara”, and just everything else about her, like how she’s so chill about being Issei’s side piece, and how she’s not jealous or possessive like Rias.
But I will say, when I first got into DxD a few months ago in May, I instantly fell in love with Rias, because naturally, I always have a thing for the main Waifu of whatever series I’m watching when I first watch it, and I usually side with the MC. Instantly, from that point, Rias became my favourite Waifu of all time, and I even ended up buying a dakimakura of her, and she also inspired me to dye my hair red. Also funny coincidence how my eyes are blue too, lol. And even while watching season 4, I found myself upset whenever Rias was upset. (I’m a simp. I know. Don’t flame me plz)
But, I then started to consider some other waifus in the series, and although I already liked Akeno a shit ton, I found her becoming my new favourite Waifu of all time. I’ve found myself loving her voice more, her attitude, her sexy sadism in battle, her chill, $lutty personality, her backstory, and once again her “Ara Ara”, which I consider her the queen of, as well as my obsession over Rias slowly burning out.
Either way, Akeno + Rias still best girls of the series, and 2 classic waifus forever.
