Why isn’t this tagged as BL?

I read both the manga and the light novel years ago and I’m confused as to why neither of are tagged with BL still. The gayness isn’t even subtle, there are 2 kiss scenes and multiple proclamations of love as far as I remember.

I’d say because even tho the two of them like each other the story doesn’t really focus much on it. The centre of the story is the city, hence the name. What is happening with the characters is because of No.6 ex: Safu being abducted is because of No.6. Recently I did a summary for school with this story, since it’s my favourite, and I realised that even tho they do have gay moments they’re so insignificant to the plot that there will be no point on specifying them on a short summary. That’s why I think the story is not tagged as a BL.
