I also observed that and it was true for Soma for maximum cases, except 1-2 exceptions.

I think it's called recency bias. What the judges experience last is the freshest in the memory, thus bringing more feelings towards the dish, as the feelings from the first dish are overwritten.

You know it's just for the plot right ? Because the second one is presented as something being more impressive than the first one. The second one seems more impressive because it's better than the first one that is already presented as very good ! In short, it is easier to write like this, because this way, the dish will seem even better to the reader.
