Unless you know the fact that there are different layers of barriers. Such as barrier that only stops sorcerers, or that only stops civilians, or only gojo etc. (In short, barriers with different conditions)

You can make a barrier stop whatever you want as long as you are skilled enough. The question asked here was can a normal person break barriers? If the tengen or any barrier creator has made it to stop normal person, there is no way they can, unless they are super human like toji. I don't see why you think that they're talking about 0 CE. If the barrier is made to stop normal humans, they definitely can't breach it. Simple.

You also mentioned maki. I don't know if you know this or not but maki can go through them because a kogane cannot be attached to her so she isn't bound by the rules.
