seriously i'm struggling to draw anime characters because the pencil on photoshop seems to always be pixelated and it makes the image look tacky

Maybe you should not use the pencil tool then.

You're better off with the brush tools, but mastering Pen tool is a must if you plan to draw in the software. At least without those wacom tablet, doing it using mouse will be tough.

Try to find a clover clipart image and try to trace an outline using the Pen tool. It makes good practice to curve. I bet you there are dozens of basic pen tool tutorial vids on youtube.

With the pen tool, you can then apply stroke on your paths using the pencil tool, brush, etc.

Use the regular brush, 1 or 2 px width. Pencil is pixelated on purpose. And pen tool is made to work differently as well.

BTW, this belongs in creative corner.

I am the senpai that notices you.

Hopefully you've got a tablet?

If you don't have a tablet, buy one. The one I purchased was <$45 and works just fine. Learn to master the pen tool. If you don't, you won't have any luck drawing animated characters. Well maybe if you use pen and paper.

Do you plan on drawing using a tablet, or do you plan to draw using your mouse ? If you are using a tablet, use a brush best if it's a brush, and if you are planning on using your mouse, try using the pen tool, and then stroke it with a brush / Hope i helped =)

P.S sorry i just saw that this was already posted before...
