According to ANN, Studio ENGI (Full Dive, Tantei wa mou shindeiru, Uzaki-chan wa asobitai) is animating the 2nd Season of Kancolle.

Although their Animation is Good, is the Staff and Direction will be Good too?

Looking the backgounds of this image about the S2 (https://imgur.com/a/DtKyKCK), the art doesn't seem bad, but even if ENGI can animate correctly, we are talking about an action anime with a lot of things to take in count. Until we've known more about the staff, I can't say noting more than I hope all goes well.

that studio is literally dying from overproduction lol don't expect anything more than some short bursts of action animation

Dare I say it, Kancolle is a dead series walking. The game itself is ancient as is and honestly outside of hardcore fans & its Japanese playerbase, largely have its heydays gone by.

The fact this series is still being greenlit is a surprise, or Kadokawa refusing to acknowledge the fact.
