Why Katsura and Shinsengumi didnt appeared in this arc?

also why Gintoki wasnt able to defeat Jirocho at the graveyard but was able to defeat him in the end ?

They weren't necessary to the conflict between the 4 Devas.

As to your second question, and this is an observation of mine, but a fair amount of anime stories don't allow their MC's to go down the path of revenge. Gintoki fights Jirocho the first time seeking revenge for Otose's "death". The 2nd time around, Gin fights Jirocho, while both are heavily injured, to release him from his burden or curse of protecting Kabukicho and Otose. Gin releases him from that so he can instead focus on the daughter whom he abandoned and has neglected all this time.

Simply wasnt Katsuras and Shinsengummis Business i guess.

Gintoki lost at graveyard because he was in a rage and didnt fought clever but wild without thinking, while Jirocho controlled the fight and is simply very experienced and probably know how to handle a wild beast, so it wasnt a fair fight imo.
