| Let's assume the show takes place in 2016/2017. 20% of the world population are quirkless, which means 80% have a quirk. The 20% would include the very few people who are born without a quirk, and the people who were born before quirks appeared. Since only few quirks can be transferred to others, the very big majority had to have been born with them. Transferable quirks would be negligible to the 80% who do have quirks. So what we're looking for is in 2016/17, ~80% of the population has to be born after a certain year, the year where quirks manifested. But what year would that certain year be? What I'm looking for is something like, "About 80% of people living today were born after the year 19XX." The year 19XX being the year quirks first showed up. |

Midoriya mentioned that had quirks not appared, humans would be taking intergalatic vacations. So, they are in the future, but the social problems caused by quirks slowed down technological developments. Also, they have some futuristic tech anyway, like holograms. |
| It looks like early 2100s or late 2000s. I'm guessing people started getting quirks in around 2020s as tech looks like its from our time. Then there was some chaos for years that halted advancement. Intergalactic vacations sounds exaggerated, probably it was just hyperbole to express how much humanity has failed to achieve due to quirks. |
