Don't you find it odd how Oda likes to mutilate his characters?
He has been doing it since the beginning of the series.
As you can see in this page... http://onepiece.wikia.com/wiki/Category:Amputees
I find some of them understandable, like Shanks. But the way how Inuarashi lost his leg and Nekomaru his arm, that was really unnecessary.
I find it weird coming from an author who doesn't like to kill his characters. Losing a leg during a torture is much worse than being killed in my opinion.

You sort of answered your own question: he doesn't kill off characters, but he still needs to maintain that sense of danger the OP world dictates.

So yeah, I'm fine with it.

it just fits the pirate theme, that's probably why he does it
