Very late Meiji, Taishou, and very early Shouwa era style.

It doesn't have to actually be set in that era, but just have aesthetic aspects which reference it, like in Zetsubou-sensei.

Think: xxxHolic, Lychee Light Club, Mononoke (Bakeneko arc), Ningen Shikkaku, gakuran with peaked caps, kimono and band-collar shirts, hakama pants with Victorian-style boots, Hashiguchi Goyo.

I'm mostly looking for something visually quirky and interesting. So not something which looks like Taishou Yakyuu Musume or Hanayaka Ichizoku. That said, something with exceptionally compelling setting/plot/characters like Shouwa Genroku Rakugo Shinjuu is also good despite being fairly ordinary looking.

idk idk help me dig through my massive PTW list or enable me by suggesting more stuff for me to add onto it.

Idk if these fit what you're looking for. Some of them fit more into Edo-era Japan, while others are more fantasy, and some I mentioned just because there are lots of kimonos. Mostly manga:

  • Amatsuki - Other world fantasy. Closer to the edo-era.
  • Orange Chocolate - Old myths, traditional arts, and kitsune.
  • Kamisama Hajimemashita - Your typical shoujo fare, but with youkai!
  • Billy Bat - A must read! Takes place in 1949 with time appropriate references and culture in both America and Japan. I can't describe, please just take a look!
  • Meiji Hiiro Kitan - In the meiji era! Probably the closest thing to what you're asking for.
  • Natsu no Zenjitsu - Modern art, girl in kimono. Some mature themes, but not a lot.
  • Katana - Sword spirits... they wear kimono.
  • Koukoku no Shugosha - Super fantasy war... not a lot of japanese elements.
  • Nurarihyon no Mago - Your typical shounen fare, but with youkai!
  • Hyakki yakoushou - More youkai... but with shounen ai?
  • Zanbara! - closer to the edo-era
  • Mushi-shi - A must watch/read! It has the atmosphere, the style, and the philosophical story-telling!
  • Golden Days - In the taisho era, pre-WWI. With shounen ai.
  • Kekkaishi - Your typical shounen fare, but with youkai!
  • Black Bird - Your typical smutty shoujo, but with youkai!
  • Nobunaga Chef - Cooking in Japan's warring states period (16th C).
  • Inuyasha - Your typical shounen fare, but with youkai! ... It's Inuyasha!
  • Fushigi Yuugi: Genbu Kaiden 9 - Shoujo fantasy... Only the beginning is what you're looking for. The rest is closer to Chinese clothing, architecture, etc. I haven't seen the rest in the Fushigi Yuugi series, so I can't say it's the same for all of them.
  • Hotaru no Haka - A must watch movie! Post-war Japan.
  • Samurai Champloo - A must watch! Closer to edo-era. It's been a long time since I've seen this. I just remember that I like it a lot.

+1 Golden Days. The mangaka of that one wrote another set in the 1920s, though it's about a Japanese woman travelling Europe, Madame Petit. Takao Shigeru's covers aren't so beautiful, but her art inside it really gorgeous.

I haven't read Koi Tsukiyo no Himegoto but it's a Taishou era romance with quirky looking art. With less unique art, but one I've read and enjoyed, Ojousama no Utenshu. It's about a rich girl who falls in love with her chauffeur. There's also an ongoing one I also haven't read called Taishou Otome Otogibanashi, which is another rich/poor plot with quirky art.

For an alternate universe late Meiji era (sort of 1910s), you might like Palace Meidi. It's set in a Japan with a female emperor. The art is quite different, kind of like an old manga from the era or vintage illustrations. Like the clouds in the sky always look like ones from old Japanese paintings.

You might like Shigeru Mizuki's work. He was a very famous mangaka who survived WWII (and lost an arm during it), and his art style is very distinctive. He wrote a memoir of his war experiences Souin Gyokusai seyo!, usually translated as Onward Towards our Noble Deaths, which combines a dark subject matter with cartoonish art. He also wrote some works (which I haven't read) like Nonnonba, which is about his childhood and youkai set in the 1930s.

Also, if you liked Ping Pong, you might like Takemitsu Zamurai, which is set in the Edo era but drawn by the same artist as Ping Pong.

Also you might like Mononoke-zoushi, which is partially set in WWII and partially set in historic Japan. It is very similar to Mononoke (the anime), but has a female MC.

Not a very common period in anime shows. Despite being later than you'd like, you might try Joker Game which is set around 1937.

If you play PS2 games, I recommend the first two installments of Shadow Hearts, which takes place during World War I. When I watched Joker Game, I was struck by the similarities of the architecture in both it and Shadow Hearts.

Also, I'll add Niju Menso no Musume. It's set in the 50's. I only watched the anime a long time ago, so I don't know if the manga is up to par.

Nijuu Mensou and Mouryou no Hako are both set in the early 1950s. Nijuu Mensou is based on a manga series that uses characters made famous by Edogawa Ranpo, the pen name of the "Arthur Conan Doyle of Japan." Mouryou no Hako is a horror thriller.

The early parts of Millennium Actress may be set in the period you seek. I haven't watched it for some time now.
