Even if everything works, you will not be able to send emails from localhost with the default mail function. To send mails you need a mail server, localhost doesn't have one. So if you want to send mails from localhost, you'll need to use phpmailer or something and connect to an external mail server. Beware that trying to get that to work is infinitely more difficult than the act of creating the mail form itself ^^ I actually did just that a few days ago. Was a pain, but after a few hours of messing around with the gmail api and some shell commands I finally got it to work... |

You can also develop it on the server itself to get rid of problems like these. I'm currently working from a server, and all I need to have open is the browser, an ftp client to download/upload files to/from the server and an editor to edit the code with. If I need to get into the database (which is rare), then I also need to login to phpmyadmin though. |

Games and applications don't work with just 1 program either. Heck, in the case of a game you need a game engine because C++ won't do anything for you on its own. When developing a website I at least don't have to worry about crashing windows with memory leaks etc. |
