ISO of a serious, talented manga artist (possibly paid...?)

Hi,
I've been plotting a story for a while now but I haven't been able to draw anything because my lineart is crap. I'm looking for a talented manga artist who can connect well with me, but more importantly, is dedicated and is equally as serious about this as me.
I'm a student so I don't have a lot of money but if we really work well together I could do a one-time pay, possibly more if I continue my part-time. But payment is a BIG if.
I don't want to reveal a lot about the story but here are the basics:

Genre: dystopian/tragedy/dark/mature/romance/mystery
Number of 'main' characters: 8 (hopefully you're good at drawing people...?)
Setting: Lots of buildings and interior design
Other things: There are a few guns/weapons that make cameo appearances so be prepared for those. Vehicles are also present but only for a few panels at most. I originally wrote 'does not need to be good at drawing clothes' until I realized that some are really intricate. The characters have 2 sets of clothes: very simple, civilian clothing and jumpsuits OR complex modern-Victorian era mixed clothes. But these also have very VERY rare appearances (they only come out in a few panels max).
-Dystopian story, so be prepared to be creative about the setting because there are 2 different 'worlds'.
-Character expressions are critical
-Humor is rare so 99% of the panels will always need to be intricate

-No. 6 (where a lot of the setting for my story is based off from)

Basically I want a chemistry like Mashiro and Takagi from Bakuman T^T. I tried writing this story on a document but it just didn't feel the same. This story holds a dear place in my heart so I just want the best for it. I'm not a talented writer but I'm creative and I like working with people a lot. I hope I'll get some replies~ I know it seems like a load of work (and it probably will be) but I hope you'll give this story a chance.
