The time Black Lagoon takes place in

I was just watching the first episode of Roberta's Blood Trail when I noticed a scene taking place in 1969, then later cutting to 26 years later (1995) where it looks like the present day.

Does that mean everything that happened in Black Lagoon actually took place in 1995...or is this still all taking place in the present day (presumably somewhere around 2004-2010)?

And if it is 1995, then what about all the cultural inaccuracies like technology that should've happened way ahead in the future or references to certain events or people that actually happened after 1995?
