I'm looking for a romance comedy where there is actual character development. A blend of Seto no Hanayoma and Itazura na Kiss would be perfect if possible. Even though I enjoyed School Rumble, I want to avoid "episodic" anime where the story seems to be stagnant. I'd prefer the characters to be in their late teens or older.

Any recs would be great.

I also recommend Lovely Complex (one of my top favorites)
Honey and Clover (I haven't watched it yet, but from what I heard it's awesome)
Nodame Cantabile
Toradora (I thought it had good humor and I loved the ending)
Hatsukoi Limited
Midori no Hibi

Nodame Cantabile is a fun series to watch. I really enjoy Nodame's character. She's heaps funny :P

What about full metal panic? That one has action+comedy. Fumoffu side stories are amazingly funny.And there is Karin also. Btw, you seem to like romance anime alot. :P

I recommend Ouran High School Host Club
It actually does offer a large amount of character development, and can be serious without it seeming out of place.
It's also probably the most hilarious series I've ever seen, Sub and Dub are equally fantastic.

I realy liked Boys Be. its a romantic Comedy, nothing sexual, just a humurous story thats about a bunch of friends all experiencing the feeling of love each at their own pace(I think thats a good way to describe it)

LOL, I used to be only watch action anime but as time went by I got bored with them. Have moved onto romance anime because, IMO, they seem to have the best stories. I'm sure I'll get tired of romance anime and move onto something else but until then I'll enjoy as many series as I can.

Try Clannad. It's hilarious, but it's romantic, and really makes you cry (especially in the After Story).

i recommend skip beat. the manga has a great character development, romance and comedy. it brings you lot of emotions, you even cheer for the main character's success.

the anime follows the manga pretty tight (in case you dislike fillers)
