Nope, but there are some points that seem so.

For example, trains (in Tokyo at least) are always crowded, and seeing young salarymen "steal" a seat from old or pregnant people is common :/
Oh yeah and filthy gaikokujin too ofc

If you're wondering about why they wouldn't stand up to bullies as well, it's because they are comfortable in their group and they try not get involved with trouble.

im part of a gaming community and i've been to nationals and have met the japanese players... i've also hung out with one who came to stay in my city.. yea they are all for the most part very polite and humble, at least in person

Japanese people are super nice and polite. When I went on vacation there for 2 weeks, I've never seen nicer people before (even if there was a language barrier) and as Canadians we are already damn nice and polite.

I only have experience with Japanese tourists when traveling.
