Yes, HunterXHunter fights are pretty strategic!! The system in itself is so complicated that it warrants a strategic fight. As such, Togashi's other work, Yu Yu Hakusho also has strategic fighting involved.

I also feel FMA has great strategic fights. They are well choreographed and have a lot of thought put into them(the majority, atleast)

And although I haven't watched it, I believe Hajime no Ippo has great strategic boxing fights.

it is magic so of course it is a bit inconsistent but the most important thing in magi is how a character controls his djinn and this comes after long training. aladdin who is the main character is blessed by the rukh so he can use more magic than a regular magician but he can't defeat the biggest magicians alone.
magnoshutat arc was played differently than your regular war, it actually had a strategy, the regular soldiers could defeat some magicians with tools.
I say that the percentage is kinda like this

Naruto easy, Jiraiya vs Pain, Sasuke vs Itachi, Sasuke vs Deidera, Sasuke vs Danzo, Sasuke vs Raikage, pretty much any fight Sasuke is in, it's going to involve strategy

Naruto is a battle shonen based upon ninja tactics and analytical combat, every battle is a battle of wit and strategy as far as the early days go. OG Naruto without a doubt.
