It seems all the girls in the last few series I've watched have pretty exaggerated personality disorders. Are there any anime series where the main female characters aren't nuts or meek or introverted?

I recommend Haibane Renmei. The setting is fantasy oriented, but the characters themselves seem pretty realistic to me.

I'm not sure whether to second that Haibane rec or not. I mean, it's a great anime that you should watch anyway, but it's not the first series to come to mind when I think about normal characters either. All Haibanes are born with amnesia for a start. Having said that, the problems they face aren't too extreme, but I'm not sure.

Anyway, I'm going to say Fuujin Monogatari and Only Yesterday. I hope you like slice-of-life, because those are 2 of the most firmly slice-of-life anime I have seen. Oh, and Genshiken too for Saki.

Perhaps Nana too. Osaki is pretty introverted, but Hatchi certainly isn't, and is basically a normal and rather extroverted girl dragged into a soap opera full of bishounen and drama.

- Aria (granted, the setting is a utopia so they're a little too-good-to-be-true, but none have personality disorders or are overly introverted)
- Higashi no Eden (the main lead is probably more introverted than extroverted, but that's probably because Akira is extroverted enough for everyone. Still, she's a very normal girl, definitely not overdone or exaggerated, and she's not overly shy or meek).
- Summer Wars (Natsuki being rather extroverted but not enough to be considered nuts; just a bit naive and rash)

From your PTW list:
- Dennou Coil (the only one who could be considered "not normal" is probably Isako)
- Toki wo Kakeru Shoujo (excellent film driven by an excellent female protagonist)
- Tokyo Magnitude 8.0 (main female lead is your typical young adolescent - kinda bratty, bossy, etc. but she gets better)
- Seirei no Moribito (if you want a tough female character who's not butch or insane; Balsa is one of the few female characters who are strong of body and mind)

most definitely seconding Nana, Higashi no Eden and Moribito.

Some other ones I think are really good, and have fairly realistic main female characters, are Ga Rei Zero, Hanasakeru Seishounen, and Noein.

Tokyo Magnitude 8.0
The whole series is made to be as close to reality as possible, so are the characters. The Story is also very nice.

- Any Studio Ghibli movie (Spirited Away, Whisper of the Heart, Kiki's Delivery Service, Only Yesterday, My Neighbour Totoro etc) They have a monopoly on strong girls/women in anime.
- Planetes has several well rounded female leads
- Princess Tutu's characters are very well developed and believable, especially given the fairy tale/fantasy setting.
