I have several options for this one: Jaya, Zou, Loguetown, Skypiea and the first 2 acts of Wano.
Jaya, Zou and Loguetown sort of have the same problem: really short and amazing transition arcs that not that many people talks about because of that. But some of my absolute favorite OP moments come from those 3 arcs respectively. Loguetown is imo by far the best part of the East Blue saga, Zou has the best plot twist in all of the show (for now at least) and some of the most amazing exposition in all OP and Jaya has the best character introduction in all the show and other amazing moments. But people seem to favor in discussions longer arcs (which makes sense of course, but it still feels somewhat unfair) and rarely give love to some of these amazing shorter ones.
Then Skypiea I think is a victim of several factors. Firstly, at face value (and especially at that point in time) it seems to have nothing to do with the normal OP adventure that we were having up to that point, we quite literally go up into the sky and do a sidequest for 40-50 episodes. Secondly, it has some pacing issues, especially in the Ball Ordeal, but I don't think this should be that big of a deal considering that the entire show has pacing issues in the first place. Finally, Skypiea is an arc that gets better and more important the more the manga/anime has advanced and the more a lot of things that happened there seem to be a microcosm of the entire world.
And the first 2 acts of Wano are a victim of the 3rd act stealing all the show. Nobody cares about the amazing setup or the jail part or about Yasuie when Roof Piece exists.

Without a doubt I choose the Sky Island and Fishman Island arc, it continues to be underrated to this day, Fishman Island arc because of JoyBoy and Sky Island arc mainly because of Nika, among other details...

It’s probably because they are pretty minor arcs after very major arcs like Alabasta and Marineford

Fishman Island is so underrated. I don't understand why it's considered a weak arc. I know this may be a hot take, but I think it's one of the best-written arcs, especially the Fisher Tiger and Otohime backstories.
Also, Thriller Bark is great fun. I'm not a big fan of the villains (except Perona), but Thriller Bark has some of my favorite gags — Luffy putting the zombie back into the ground, the docking, Brook's introduction and lack of manners, anything with Perona. It honestly has so many hilarious scenes, but also emotional moments, like Brook’s backstory and the "Nothing happened."
And I agree about Zou, that twist was so good.

Ive always had a soft spot for Jaya. Arc has no business packing that many great moments into such a short arc
