I'd say because at the end of the day, not much happens. Most of the content in season 1 is more like a set-up for the Shibuya Incident. It introduces characters, concepts, conflicts and plotlines, but does not go very far with them.

I say this as someone who is completely caught up with the manga and a huge fan.

This season's rating is pretty perfect. Season 2 should be much, much higher than this though, as Shibuya Incident will prove.
