Do these events take place before or after Josuke meets Jotaro?

I can't recall any instance where Josuke recalls Jotaro. Also, Josuke's granddad should be dead if these events were to happen after Kira is dead. However, Josuke mentions his granddad looking into matters.

Yeah, it's stated that it happens between part 3 and 4: Josuke's grandpa is still alive (at the end there's him saying/thinking he has to call Josuke's dad, Joseph) and also Ryoko says that Josuke is just wearing his uniform but that he hasn't actually started high school yet
