In my opinion the king jumped the gun lol, wasn't one of the reasons he went to paradis that the nobles were fighting each other with the titans? He could just stop them, (I know that that would make for a boring story for the anime I am just putting hypotheticals here within the powers of the people in the anime). Furthermore he thinks of all the bad things eldians did however he can just be the chagne lmao he could just call all eldians to the paths like eren did and be like "ay yo stop being dicks to non Eldians. Why you may ask? Because I am your king lol now obey". Instead of making the royal family self-destructive pacifists, he could just make the following generations obey a command to be good to their subject and treat them fairly.
