How did eldians get power to become titans ?

BUT THERE WERE PEOPLE IN "eldian empire" BEFORE/while SHE DIED.
so won't their kids be just normal people unlike subjects of ymir.

considering war with marley and stuff its not reasonable to think all of them migrated to differnt parts of the world hence only subjects of ymir making up the eldian empire..

or did she have power to make normal people (not her bloodline) titans?

Remember, King Fritz told his people to keep the blood of Ymir going, so they most definitely breeded with their daughters and then their descendants and continued that till most of them had subjects of Ymir blood.

Remember the plague that killed most of the people in the world but not subjects of Ymir because the King decided to alter their genetics so they become immune to it. Many eldians who didn’t have Ymir’s blood, died to that plague.

Remember the nobles, from season 1-3 of Aot. Those people are most likely the original eldians who didn’t breed with any subject of Ymir and the King couldn’t control, so to shut them up about the outside world, he gave them riches and nobility.

The thing is, it was never outright said by anyone, even though the fans generally agree than ackermans can’t turn into titans. It was simply implied and the biggest evidence from it are:

1. Ackermans already possessing some Titan power from the experiments made by other subjects of Ymir at the request of the King in order to have a strong military “group” that can protect solely him.

2. Neither Ymir or the founding Titan can’t alter a Ackerman’s memories.

We also know that in order for them to turn into titans, Ymir has to built a body for them first (from sand), and since Ymir simply can’t control them any more than she can control Marleyans. The explanation to that is probably that Ymir already knows that ackermans have a Titan percentage In them, so ti her it would be like she already made them their bodies.

Now as for Kenny, he simply didn’t know probably. Ackermans are eldians whose genetics have been modified enough (not by Ymir, but people) to the point that they cannot be regarded as Subjects of Ymir who can Be controlled.
