For those who care about the dub, it seems Netflix owns exclusive streaming rights to stone ocean. Is Viz Media still dubbing it? Did they lose the rights? If so, does that mean Matthew Mercer won’t reprise his role as Jotaro and he’ll be replaced?

It’s unconfirmed if it’s actually exclusive to Netflix, so far the only official announcement was that it’s premiering on Netflix.

It's likely that Netflix hired Bang Zoom to do the dub and they did it for Viz Media too. Also, Netflix also has the license to the Thus Spoke Rohan Kishibe ONA and all the original dub actors from Viz's dub of part 4 returned so I'd say it's very likely that Matt Mercer will voice Jotaro and that David Vincent will still be the narrator so I wouldn't worry too much.

Also to answer your other question, Viz still has the rights to parts 1-5, it's just that it's likely Netflix has the rights to part 6 and will be streaming exclusively there.
