So I just watched this movie and there is one thing bugged me out.

except that he doesn't , he wears multiple kinds of clothing through the entirety of the movie . The many times that he's shown wearing uniform is because of one reason , it may sounds crazy but bear with me : he goes to school , crazy right ?

No, I didn't said he always wears school uniform that bugged me out. But the way that he wears the uniform made me feel uncomfortable.

Yeah, you have the point. But it kinda weird that none of the characters noticed about that and reminded him to wear the uniform properly.

He was designed to take pity from the viewers; his hairstyle, clothes were to make him appear inferior to the rest of the characters. All these elements lent to his story of redemption.

You'll also notice that Ishida's irises are much smaller/beadier than the rest of the characters.

This way of wearing the shirt is normally used to emphasize on the character's behaviour. In this case it represents clumsiness and carelessness, which matches his mental status of being a distrustful person, anxious and how overconscious he is (I can't remember the exact word, I mean that he cares too much about what others think/say about him, which is represented with all the X over the faces of people).

In other cases, it tries to emphasize how "badass" or "bad guy" the character is, that he's so OP he doesn't need to follow the rules and so on.
