Well this is weird as fuck request. I'd say the only protagonist with no real development in the course of the show's timeline is Saitama from OPman.
Perhaps God-Tatsuya from Mahouka.

Natsu from Fairy Tails has no character whatsoever, he just a hot-headed loyal character from chapter 1 to now, that's why I hated it

also Sakamoto from Sakamoto desu ga?, he just as cool as he was and alway will be

And agree on the notion that no character development =! poor characters.

Gintama has no charcter development in my opinion + fron the start of the series they tell you :" the good guy win , the bad one loses every time".It has a shitty "serious story " with tons of clichés , lacks homour and it is boring and long running.
The whole package.
But you have seen it and liked it so i guess something like clannad , angel beats , anohana might work ?
+ most harem ecchi

His relationships between the various members in the guild actually does develop.

As for an anime without character development, try Pokémon. Resets the protagonist after every season and has him start over at square one again in the next.

One Piece is the best example of this. The character's do not develop during the 700+ episodes at all.
