I can't say who I think I would consider the most intelligent villain, but I woudn't say Light is. Reason why he lost is because his planning was over doing it later on. At the very start if he would've taken more time to think out all the possibilities, L would't have pegged him as a student in Japan right off and centered on such a small part of the world.

To avoid spoilers and not to pick some of the well known ones like Light. I pick Shaggy from Beet.

My vote goes to Lex Luthor. He is the only DC character with a higher IQ then Batman. Second spot goes to the Joker.

I was pretty sure The Riddler is also smarter than Batman, but his only problem was that he loved riddles a little too much and left a clue at every crime scene. Also I believe he figured out who Batman was at one point.

The Riddler was about as smart as Batman is, but your right about the finding out that he was Bruce Wayne.

Definetly Johan Liebert from Monster. I doubt any other villain such as Light or Lelouch could convince an entire peaceful town to kill each other using a bit of paranoia. And that is only one of the many intelligent/sadistic events that occurred because of him.

Oh, and he never had a power or deathbook help him gain his power either. Just his mind and charisma.

i gotta say slade from teen titans, yeah he was defeated a couple of times, but in the end he did what he set out to do, his only downfall was that he had no luck in finding apprentices.

Lelouch.
He's more intelligent than Light because Light only encountered 3 smart people and was not able to beat Near
But Lelouch he defeated everyone and even thought what is for the good of the world

Friend from 20th Century Boys

He was simply a demented genius and he made childhood dreams into reality.

Dante (Fullmetal Alchemist): She has managed to stay alive for centuries by lurking in the shadows and manipulating people into starting wars.

Light Yagami (Death Note): Not unconventional I know, but you have to admit that the guy was brilliant.

Naraku (Inuyasha): He is always one step ahead of the heroes. And with all the people he has pissed off and screwed over, it takes one clever bastard to elude death as long as he has!

At start I would say Light Yagami, but he wasn't so intelligent in the end. He wasted himself by rushing things and not taking his time doing plans.

I'm not sure if this is right choice for most intelligent villain, but I vote for Richard (found in Looking For Group comic), he is just too twisted to care about tiny problems and he has some funny comments on almost every situation (if there is no such situation, he makes one by blowing up someone).

I would have tosay Gauron from Full Metal Panic. Not only is he as resilient as damned cockroach as he keeps coming back, but ussually plans out all of his schemes and is only beaten by select few protangonists and if chidori had not helped out mithril in the lasst few episodes he actually would have succeeded with all of his plans.

another one would be Enma Ai from Jigoku Shougo (hell girl) as she ussually has her little demon followers watch her revenge targets even before the person has even decided fully to take the revenge pact

If it's for most intelligent villain, i guess Light would be the best choice.

Though, i have to say i hate his guts.

I LOVE you for saying Richard. I want to marry Richard. I would wind up blown up and dead after being used to make a snack of course, but he's just so lovable. He is rather intelligent though... He hides his power source in his "little village up the coast."

Certainly NOT Light Yagami, and for me to explain why would give away spoilers (you get the idea). I would say Johan Liebert from Monster, (though it's true I haven't finished the series yet, though I already know how it ends sadly)

Nah, Friend from 20th Century Boys (also an Urasawa manga like Monster) is way smarter than Johan or Light.
