| I can't say who I think I would consider the most intelligent villain, but I woudn't say Light is. Reason why he lost is because his planning was over doing it later on. At the very start if he would've taken more time to think out all the possibilities, L would't have pegged him as a student in Japan right off and centered on such a small part of the world. |

I was pretty sure The Riddler is also smarter than Batman, but his only problem was that he loved riddles a little too much and left a clue at every crime scene. Also I believe he figured out who Batman was at one point. |

| Definetly Johan Liebert from Monster. I doubt any other villain such as Light or Lelouch could convince an entire peaceful town to kill each other using a bit of paranoia. And that is only one of the many intelligent/sadistic events that occurred because of him. Oh, and he never had a power or deathbook help him gain his power either. Just his mind and charisma. |
