They had the Shadow Beasts. Those guys were not wimps. You talk as if they are Phantom Troupe level nen fighters all over the place. The members of the troupe are monsters. There should be no real way of knowing they are that strong. Obviously the mafia has knowledge and utilizes nen practitioners. Look at Neon's bodyguards, and look how easily they were killed, and I already mentioned the Shadow Beasts. All those guards would have been enough to stop most people. The Phantom Troupe are an exception.
The Shadow Beasts were the only people who had understanding of nen that was hired by the Mafia. They weren't even stationed at the auction, they were called in for backup. None of the various mob bosses that actually attended the auction knew about nen, none of them had nen-user bodyguards except for Nostrade, which is just convenient because it happened to be Kurapika's employer. Except for the Nostrade Family, Gon's group, the Shadow Beasts, the Phantom Troupe, and the 5-6 bounty hunters called in at the end, York Shin City, which hosts the biggest Mafia event of the year, was overall devoid of nen-users; there was under 25 nen-users in a city of tens, or hundreds of thousands in its population. None of the people in the underground boxing ring when the Mafia announced bounties for the Phantom Troupe were aware of nen. None of the people that Gon arm-wrestled, besides the Phantom Troupe member, knew what nen was; they were all confused when Gon beat them. Had they knew what nen was, they would have easily deduced that there would be a catch to the game. None of the merchants in York Shin City had nen appraisers working for them, despite, as it is shown, how easy it is to use nen to dupe merchants, or find diamonds in the rough.
