It's for my cousin, but I'm not really a movie person, so I'm a bit out of my depth here. What anime or manga would you recommend for someone who’s into Tarantino's films?

Watanabe seems to be a great recommendation and he has been mentioned in this thread already, because he often has adult characters and gritty plots, but the adults are not always stoic in control of everything and they are flawed. This is also often the case in Tarantino movies.

The specific show I'd recommend to start would be Samurai Champloo.

Apart from that shows that are giving me similar vibes to Tarantino:

Chainsaw Man - which is also high quality and right now one of the top popular anime

Under Ninja - this is very niche and animation-wise maybe not top-shelf, but it does the humor well and is especially strong with one of the things Tarantino loves to do: put people in really weird dialogues. You think you get a serious conversation, but then they are talking about werid, random things that, after a while really start to make sense and feel deep, yet hilarious. Under Ninja is the best example of that in anime I can think of.

Tokyo Godfathers - not as high on the Tarantino-ness as the other examples, more a case of 'if you like Tarantino, you might probably also like this one', but it's a christmas movie and seeing that we're in December, it's worth to consider

Cyberpunk Edgerunners - it fits the vibes alright and it's a popular show that has a high chance to appeal to people who are not usually big into anime.

His favorite anime are Ghost in the Shell, and the movie Blood: The Last Vampire.
I don't know if that means that these remind of his stuff tho.
Anyway, he liked Blood: The Last Vampire so much that he visited and pestered the studio until they accepted to do the animated sequence in Kill Bill.

Kizumonogatari Trilogy, Jujutsu Kaisen and Chainsaw Man, they reminded me so much of Kill Bill and I loved it
