For something that old ask Oricon but the data are hidden behind a Paywall now. Since for something of that time you have to check manga sales boost and dvd sale to get know why it didn't get a second season. For the time it need 3k sales per volume to get a second season minimum.

we have isekai / harem / cringe rom shows like bokuyaba era now you cannot expect good old shows like these anymore sadge ... atleast cardcaptor is getting a sequel and I'm contempt with that

many anime from that era were made with the only purpose of promoting the manga/ visual novel sales, so maybe that's why they never made a season 2
