I just finished watching this. Yes, you could watch this without having seen the TV series but then you would probably get confused with some of the character appearances or slight references. It is very good however, so I do recommend watching it anyway if you like slice-of-life.

You can watch this without seeing the TV series.

One thing to add to thelumper's comment is that Kanna, the carpenter's girl, who is a close friend to Tamako and Midori, has profound insight and knows about and reacts to Midori's complex feelings while maintaining a poker-face.

Also, Tamako is more focused on making up for lost motherhood rather than being simply airheaded. She is obsessed with mochi on her mind because it's intertwined with the memory of her mother. The loss of mother is one penetrating theme in the TV series and the movie, although not presented directly in-your-face.

Yes, you could understand the story of the movie, apart from the first 5 minutes, 'cause really there's nothing too complicated about it, it's just a beautiful love story. But Tamako Market is very short and very sweet, and has a lot of subtlety and tenderness in the way that it portrays the characters and relationships, and that serves to complement the movie. It is a sequel, after all.

You can, and the movie is WAY better than the show, but you don't understand the characters nearly as well without it.

Movie was boring, it makes me not want to watch the TV series 😕 I only watched this because I saw it in the library

Not recommended, honestly. Though the original series isn't very good - you should endure it both to know characters and be aware of the whole situation prior to the movie.
