i actually loved them both.

if it was me i would watch moonphase first just b/c its a shorter series.

also the ending of FMP annoyed me

It's question like "do you want to eat or listen to music?" Depends what type of show you want to see. Comparing FMP with Tsukuyomi is meaningless.

I think you should watch MOON PHASE first. It's a really decent and fun series.

After that, go for all 3 seasons Full Metal Panic! since it has more episodes and even more fun.
