THIS IS AN ANIME ONLY DISCUSSION POST. DO NOT DISCUSS THE MANGA BEYOND THIS EPISODE.
----------------------------------------
The series kind of goes off the rails here. We've been told the Vulture exists to kill the alien criminals, but we've never actually seen it do this, or seen any evidence it's done this. Yet Sadamitsu is burning with anger over killings that apparently happened totally off-screen.

And Yayoi has barely been introduced (she was only glimpsed in episode 3 and had a minor appearance in episode 4) yet this episode represents a turning-point for her character. They really needed to establish a baseline status quo before they try to shake it up.

Also, Sadamitsu saved Yayoi from a truck when they were kids? Really? It has to pull out the dusty chestnut of a forgotten childhood connection?
