For Reiko if she had refused to enroll him would it have changed anything? she was a teacher in this school when he enrolled and the curse also affected the members of the family (if I remember correctly) whether he was enrolled in this school or not he would surely still have been affected, if in any case he would have been in danger as much to be with education lol. Secondly no new enrolment means no one would realise there was an extra in the class and thus nothing would be better.
