I just assume they are stuck in dev hell. In the case of youjo senki it could be based on some of the dark stuff that happens to the loli mc.

They're probably just taking what looks like an extreme amount of extra time due to all the effort put into getting them exactly right and putting the finishing touches on the production side in order to churn out masterpiece quality-level works capable of garnering universal critical acclaim, like with Uzumaki.

J.C.Staff have always been known for taking the time to pull all the necessary resources together to produce the quality they pride themselves on. They're still cooking and tenderising OPM S3 to perfection. Just be patient.

Production hell is a a real thing, in the world of anime just the same as in Hollywood. Sometimes I think that maybe it was unwise to even announce these projects so early when they are so many years away from actual release, but perhaps they regret it and perhaps they also didn't know at the outset that it would take as long as it ends up doing.

I don't follow One Punch Man at all, but as someone who watched Youjo Senki season one and remember well when this announcement was made, it does seem to be taking extremely long. I recall that Goblin Slayer season 2 also took a good number of years from when it was first announced until when it was released, but it did get released. I'm also watching an anime original series this season by the same studio which does Youjo Senki, Studio Nut, and two episodes ago there was a direct reference to Youjo Senki by having one of the characters cosplaying as Tanya, so some people take those cryptic hints as a sign that something is soon impending.

I'd bet they get released, but the quality can be anything.

@WatchTillTandava Goblin Slayer II also had a lot of problems. Only Konosuba has worked out fine after a long delay.
