Isn't he showing up literally after where the anime has stopped? I don't think the wouldn't be a reason to not include him.

But maybe move this to a manga forum and not anime since this is somewhat spoiler.

He's a cosplayer they befriend in the manga, he's a crossdresser and he's really nice. Dw he won't be a love rival, he's like 20 and he's chill

any reason I can think of why Himeno wouldn't be in the anime, is entirely wrong. if they won't include an amazing character that adds a lot to the story and is just incredibly sweet just because he is a crossdresser who will be the target of the hate of a few simple minded individuals, then there is no point to be doing this anime that works with a lot of gender concepts in the first place.

@ninjjuuxd If I had to guess it would be the fact that he's an open cross dresser who is male and identifies as male is into women and is not trans or a drag queen. Unfortunately current day Western dogma is against something as simple as a guy just being a straight cross dresser. Their world view doesn't allow for it.

@Piromysl It's just about Western backlash over the character, obvious they will include him although I do have concerns that Western translators might try to fundamentally change him to meet their sensibilities.
