OVA 4 and 5 introduce new characters that show up in the next season. The rest is mostly fanservice but idk why would someone skip fanservice if they are watching to love ru.

It doesn't have lore of course.
But it's really sweet to see some cute friendships in it.
Like Lala and Haruna, Yami and Mikan and my favorite is the strong bond between Celine and Rito.
So I recommend reading the manga first and then watching this To-Love Ru, the OVAs and Motto, since the chapter order is all over the place.

This OVA introduces new main characters so you shouldn't skip it. Also most To Love Ru OVAs are really good and worth watching.
